ENERGY AND ENVIRONMENT FORUM OF THE NORDIC REGIONS

The Council of Northern Ostrobothnia, The Province State Office of Oulu and the Murmansk Regional Administration launched a joint project in 1994 with the aim of starting energy-saving investments in the Kola area. The aim of these investments is to:

  • reduce the consumption of fuel by 50%,
  • reduce energy production emissions to the environment by 50% and
  • increase residential comfort by 50%. 

The project is called 

ENERGY-50-PROJECT.

Energy-50-Project has expanded and deepened so that its geographical influence covers, in addition to the Murmansk region, the Republics of Karelia and Komi, the Archangels region, the Leningrad Oblast and the cities of St.Petersburg, Moscow, Volgograd and Omsk. The operational span of the project includes matters related to the energy supply and environmental management of the said areas.

The First Energy and Environment Forum of the Nordic Regions was organised within the framework of the Energy-50-Project in Oulu on 12th-14th of December 1995.

The event was organised by the following organisations:
  • the Finnish Foreign Trade Association,
  • the Council of Northern Ostrobothnia,
  • the Province State Office of Oulu,
  • the Environmental Centres of Northern Ostrobothnia and Kainuu,
  • the Finnish Association of District Heating Producers and
  • Planora Oy.

Over two hundred specialists in Energy and Environmental matters from Finland and Russia participated in the forum. 

At the Forum the Province State Office of Oulu, the Council of Northern Ostrobothnia, the Archangels Regional Administration, the Republic of Karelia, the Council of Kainuu, the Murmansk Regional Administration and the University of Oulu signed an agreement on the commencement of ecotechnology projects between the areas and on the establishment of a management group which will promote the development of both Eco and Energy technology as well as the promotion of foreign investments in these regions. The agreement also made a provision for the establishment of a secretariat which will prepare matters for the management group. 

The first joint meeting of the management group and secretariat was held in Lappeenranta on the 6th-7th of June in 1996. 

The second joint meeting and the Second Energy and Environment Forum of the Nordic Regions was held in Archangels on the 10th-11th of October in 1996. 

During the preparations for the meetings, the term ECOTECH-50 and the idea which it represents was created. The idea of ECOTECH-50 is equivalent to that of Energy-50-Project.
