ENERGY AND ENVIRONMENT FORUM OF THE NORDIC REGIONS IN ARCHANGELSK 10-11 October, 1996The second Energy and Environment Forum of the Nordic Regions was held in Archangelsk during 10-11 October 1996. In the Forum representatives from the Archangelsk and Murmansk regions, the Republic of Karelia, the city of St. Petersburg and the Energy Ministry of Russia as well as from the provinces of Oulu and Lapland participatedMatters treated and agreed upon in the ECOTECH-50 meeting: 1. The State of the affairs agreed upon in the former meeting were noted. 1.1. The energy saving programme of the Russian Federation has proceeded and thus it can include the ECOTECH-50 as part of this programme. 1.2. It was noted that the energy saving project of Sneznogorsk has proceeded. 1.3. It was noted that the issue of the EU Tacis-Energy Centre is about to be solved. 1.4. It was noted that the University of Oulu and the Murmansk University of Technology have left- their application for Tacis-PCP-UI. 1.5. It was noted that a readiness for TT-co-operation exists amongst the Finnish party. 1.6. The forum in Archangelsk was planned and carried out according to goals. A proposal of action concerning environment conservation will be presented in the next meeting. 1.7. A summary of the UN Energy Efficiency Project 2000 has come out recently. The synergies of this project and the ECOTECH-50 project and their points in common are still being clarified. 1.8. It was noted that the training centre in the region of Murmansk has begun its operation aiming in energy efficiency. 2. All parties proposed the following projects to be prepared for further action: 2.1. The regional co-operation project between the Council of Lapland and Murmansk on how to replace the use of surface water with use of ground water. 2.2. Increasing the efficiency in energy use in the regions of Murmansk and Archangelsk as well as developing a bacteria population for cleaning waste water in the region of north-west Russia with aid of funds from the Barents Interreg, for example. 2.3. Increasing the efficiency of the energy supply in Karelia as well as creating networks and ECOTECH-50 databases to serve Finland and north-west Russia with aid of funds from the Karelia Interreg, for example 2.4. Increasing the efficiency of the energy supply in the Leningrad region and developing hydraulic calculation and management programmes to serve th6 needs Of north-west Russia, with aid of funds from the St. Petersburg Interreg, for example. 2.5. Furthering co-operation in construction between the University of Oulu and the University of Petrozavodsk. 3. Mr. Fedotov and Mihin (representatives of the City and Region of Archangelsk) presented the projects they had priorised. 3.1. Development of fuel production and distribution in peat plants. This will require a preliminary technical plan, a project plan and a profit estimate, 3.2. A Pilot-energy efficient suburb (5000 inhabitants). The project plan and profitability calculations have been completed. The price of the plan will be 10 M USD, time of implementation 3-4 years and payback time 5 years. 3.3. To build an ecologically safe charcoal production plant with a yearly production capacity of 8OO tn/year, price of 1 M USD, time of implementation 1 year and payback time of 1 year. 3.4. The implementation of an energy efficient heat pump technique at a local physical rehabilitation centre with the price of 1,35 M USD, time of implementation 1 year and payback time of 1 year. 3.5. A pilot project of the cities of Archangelsk to renovate the energy economy of multisorey dwelling houses and other buildings. Preparations for the project have already been begun and the implementation of the project has been set to start around the beginning of next year, The project is in compliance with the EBRD ESCO-concept. 4. Mister Dunin presented the projects which have been prorised by the region of Murmansk. 4.1. The energy saving project of the city ofSneznogorsk has proceeded up to the state of start. The project has been funded by Nefco. 4.2. Founding energy branches in relation to the St. Petersburg energy efficiency-office project (TACIS-project). 5. Mr. Dubov presented the projects priorised by the Republic of Karelia. 5.1. The planning and implementation of small heat plants as well as developing an organisation for collecting waste wood/chip in the cities of Karhumaki and Qlonez. 5.2. The planning and implementation of a peat boiler plant in the cities of Sortavala, Lahdenpohja, Pudosh and Suojarvi. 5.3. The planning and implementation of the energy supply in the historically valuable islands of Valamo. Finally, the city of St. Petersburg was assigned the task of preparing the next Energy and Environment Forum and the joint meeting of the management group and secretariat related to it.
