ENERGY AND ENVIRONMENT FORUM OF THE NORDIC REGIONS IN PETROZAVODSK 2-3 June, 1999
MEMORANDUM
At the fourth Energy and Environment Forum of the Nordic Regions, held in Petrozavodsk, representatives from Murmansk, Archangels, Kirov, Pskov, Novgorod and Leningrad Oblast, the Republic of Karelia and the cities of St. Petersburg, Omsk, Moscow and Volgograd participated. From Finland representatives of the Finnish Foreign Trade Association, the Ministry of Environment, the Ministry of Trade and Industry, the County Administration of Oulu and Lapland and Universities of Oulu and Lapland were present. From Sweden representatives of the Ministry of Trade and Industry and from Norway - representatives of the Ministry of Foreign Affairs participated. International Financing Institutions along with many companies were also represented at the Forum.
Lectures were given on heat supply, water supply and waste disposal service, development of telecommunications, energy efficient construction, international co-operation and realisation of energy saving
projects within the Tacis programme. International Financing Institutions (World Bank, Nefco, EBRD) presented their operations models and realisation of projects.
At the Forum the following issues were discussed:
1. Administration and organisation of the Forum
It was decided that the management group and the secretariat of Ecotech-Energy-50 Association will remain the same. Moreover, it was agreed upon that new regions shall be invited to participate in working of the management group and the secretariat.
2. New regions
The following new regions present at the Forum were warmly welcomed:
- Omsk
- Volgograd
- Tver
- Komi
- Kirov
- Pskov and
- Moscow
3. Joint Implementation
It was decided that development of the Joint Implementation realisation model in the CBC region of the Nordic Countries is to be supported. It was agreed that the implementation of CHP-plant in the city of Sortavala will be proposed as a pilot project between the Nordic Countries and Russia.
4. ESCO concept
It was confirmed that the ESCO concept improves the possibilities to implement energy investments in Northwest Russia. It was proposed that the implementation of an ESCO model would be clarified within the ongoing Tacis project in Karelia and the heat supply modernisation project in the city of Sortavala.
5. The following forum
The Fifth Energy and Environment Forum will be organised in Murmansk.

EU Joint Baltic Energy Task Force / Climate Working Group
The Northern Touch Energy and Environment Forum, held in Petrozavodsk, Republic of Karelia, on 2-3 June 1999, brought together a wide array of energy experts from the Barents Euro-Arctic Region and other parts of north-west Russia. At the Forum the Kyoto mechanism, as well as the possibilities of applying these to heat and power projects in north-west Russia, were discussed.
The Forum concluded that there are numerous energy projects in north-west Russia with potential for the application of activities implemented jointly.
The Forum observed that the Kyoto mechanism could have a positive effect on the implementation of energy projects in north-west Russia and thus negative environmental impacts could also be reduced.
On the basis of the above, the Forum recommends that the potential of north-west Russia should be taken into consideration in the application of the Kyoto mechanism between countries around the Baltic Sea.
