Objectives of Consultant Assignment
Prepare a heating strategy for non-industrial consumers of heat in the urban, semi-urban and rural areas of Tajikistan based on:
1. Analysis of the sustainability of the current heating practices in the country and the level at which heat demand is currently satisfied.
2. Outlining options to meet the heat demand, which is not satisfied at present.
3. Outlining separate and specific heating options for urban, semi-urban and rural areas.
4. Defining institutional and financing options to enable putting in place the recommended heating strategy.
The recommended heating strategy must be sufficiently detailed in terms of financial and institutional information so that it can be posed for financing by the international financial institutions (ifi's).
