Energy project of is implemented in Arkhangelsk oblast
Project on attraction of investments to energy efficiency sphere has started this week in Arkhangelsk, Astrakhan and Kaliningrad areas in cooperation with the European commission.

Representative office of the European commission in Russia and the ministry for the industry and power begin implementation of the project with the budget of 2,8 million euro with the aim to attract investments to energy efficiency sphere in Russia, within the framework of Energy Dialogue between EU and Russia,.

During the project that will go on till December 2007 close cooperation with Administrations of the Kaliningrad, Arkhangelsk and Astrakhan areas will take place. The basic purpose of the project is to develop financial mechanisms for implementation of energy efficiency projects.

Special target sector is selected in each area: in Kaliningrad attention will be paid to industrial sector, in Arkhangelsk to residential and public sectors, and in Astrakhan area increase of energy efficiency in energy production and distribution.

Development of feasibility reports for each area which can be used for attraction of investments from various sources will become the result of the project. Subsequently such financial mechanism can be reprinted and in the other regions of Russia. Development of recommendations on improvement of energy efficiency policy in the three given areas, and also recommendations on for the federal Ministry will be the other result of the project.

Official opening of the project will take place on November 16 2006 in the representative office of the European commission in Russia.
